Land Plan incorporates the municipalities of Deba, Eibar, Elgoibar, Ermua, Mallabia, Mendaro, Mutriku and Soraluce-Placencia de las Armas that form this functional area.
Land Plan of Bajo Debas primary aim is to take an active and committed position with the environment and to transform the urban space and economic activity, coordinating actions with territorial impact to ensure sustainable development of functional area.
It was part of the first generation of land plans approved in 2004.
