The main idea of the Inventory and Diagnosis of Sport Facilities is to create an updated basis of information about the nowadays facilities located in the historical territory of Bizkaia. This project allows us to evaluate the facilities conditions, their purpose and the adjustment to the population it serves. 110 municipalities are analysis area.

In the first phase of the Inventory of Sport facilities, information obtained from the Bizkaia Provincial Government and councils was checked, detecting a lot of differences. After correcting the mismatches, the information was digitized to create a Graphical Information System in which the location of each facility and the corresponding file card are associated.

In the second phase, on the one hand the adequacy of the standards of sports facilities is analyzed by linking their availability and the population served, taking as sources sectoral legislation and the information obtained from own inventory. On the other hand, the Diagnosis and Analysis of facilities is done by evaluating the state of the constructive elements, building installations and regulatory compliance.

Finally, as a conclusion to this evaluation, action lines are proposed for each individual facility. Lines are divided into four intervention modules: maintenance, basic rehabilitation, rehabilitation and integral rehabilitation modules. Modules are planned to be applied in an independent or join or complementary way. A section “Improving the sustainability of sports facilities” is also included with a serie of recommendations for repairing and improving the facilities that contribute to ameliorate environment.

In addition, a methodology is set to prioritize some actions before others. Two conditions are taken: the theoretical population served by a particular facility and the importance of the identified faults for each affected constructive element and the degree of deterioration.
